Talc Place Park
At its March 22, 2010 meeting, District of Sooke Council directed staff to proceed with the park disposition process for Talc Place Park based on the consolidation and subdivision option as presented with the RS-3 Small Lot Residential Zone option.
Located between Talc Place and Opal Place, Talc Place Park is approximately 1,875m2 and was created in two park dedications, one 465m2 portion dedicated on Plan 36236 and one 1,410m2 portion dedicated on Plan 47404.
The Parks and Trails Master Plan recommends the decommissioning of Talc Place Park due to its very narrow layout and lack of definition from neighbouring properties. It is surrounded by single-family residential properties and is devoid of public amenities and underutilized.
The current zoning is P1 (Public Recreation Zone). The following is the most efficient method for disposing of this park property (see attached layout sketch).
Area 1:
The 465m2 portion of park dedicated on Plan 36236 and immediately adjacent to Lot 3 of Plan 36236 (6839 Talc Place) could be consolidated with the property located at 6839 Talc Place. 6839 Talc Place would no longer be a panhandle lot behind a park. This portion of the park could be rezoned to RS-1 – Town Centre Residential Zone to match the neighbouring property prior to consolidation. This zone allows for a minimum lot size for subdivision purposes of 600m2. The existing lot at 6839 Talc Place is currently 970m2. The additional 465m2 portion of land would create a lot that is approximately 1,435m2. Staff have spoken to the owner of 6839 Talc Place who has expressed interest in purchasing a portion of the park for consolidation with his lot. A covenant may be placed on the lot to prevent subdivision within a certain time period.
Area 2:
This approximately 1,053m2 portion of land could be rezoned to RS-1 – Town Centre Residential Zone, subdivided and sold as one fee simple lot. There would be enough area present on this new lot configuration to allow for the construction of a single family dwelling with small suite or secondary suite or a duplex.
Area 3:
This approximately 500m2 of park strip could be rezoned to RS-1 – Town Centre Residential Zone and consolidated with Lot 7 of Plan 47833 (6834 Opal Place).
At the July 12, 2011 meeting, Council considered Bylaw No. 441, Talc Place Park Disposition Bylaw, 2011. Council gave fird and second reading to Bylaw No. 441 and directed staff to proceed with the Alternate Approval Process for the Bylaw.
