A licence is required before beginning business activity in the District of Sooke. This includes:

  • Commercial and storefront businesses

  • Food vendors, market stalls, and pop-up retail
  • Temporary or seasonal operations
  • Short-term accommodations (STRs), including listings on platforms like Airbnb and VRBO

Short-term accommodations are permitted in Sooke, provided they meet both provincial rules and local zoning requirements, and obtain a District of Sooke business licence.

What STR Operators Must Do

To operate a short-term rental in Sooke, operators must:

  • Comply with the Province’s Short-Term Rental Accommodations Act, including principal residence requirements and provincial registration
  • Confirm zoning permissions for the type of accommodation they wish to offer
  • Hold a valid District of Sooke business licence
  • Display both the provincial registration number and District business licence number on all listings and advertisements

Zoning

Zoning determines where tourist and short-term accommodation uses are permitted. Some commercial zones allow guest accommodation uses; in residential zones, STRs may be permitted when provincial principal-residence rules are met.

Provincial Rules

Provincial legislation requires most short-term rentals to:

  • Be located in the operator’s principal residence, or
  • Be located in a permitted accessory dwelling unit, unless exempt

Hosts must also register with the Province and include their provincial registration number on all STR listings.

Commercial Business Licence

For all businesses operating within Sooke, including:

  • Storefronts, offices, restaurants, studios, and commercial spaces
  • Home-based businesses operating from a residence
  • Food vendors, markets, pop-up retail, seasonal operations
  • Short-term accommodations (where permitted)

This licence ensures your business meets zoning, safety, and operational requirements.

Inter-Community Business Licence

Ideal for businesses that work across multiple municipalities. This regional licence — purchased in addition to your District of Sooke business licence — allows mobile operators to work in participating communities throughout the region.

Common users include:

  • Contractors
  • Tradespeople
  • Mobile service providers
  • Delivery services

  1. Complete the Business Licence Application
  2. Provide any required approvals (zoning confirmation, fire or building inspections, Island Health permits)
  3. Pay the applicable fee
  4. Begin operations once your licence is approved

Most licences are processed within 10 business days.

Zoning Confirmation

This ensures your business type is permitted at your chosen location.

Zoning helps balance business needs with neighbourhood expectations, manage traffic and parking, and ensure the right uses are placed in the right areas.

Fire Safety Inspection

Most businesses require a fire inspection to make sure life-safety equipment (such as alarms, exits, and extinguishers) meets code.

This is especially important for:

  • Short-term accommodations

Building or Occupancy Approval

If your space has been renovated, changed in use, or has never been inspected for the type of business you’re opening, a building or occupancy review may be required.

  • The space meets the BC Building Code
  • Structural changes have the required permits
  • Washrooms, accessibility features, and exits are appropriate for your business type

Island Health Approval

Island Health must review some types of businesses, including:

  • Food-related operations (restaurants, food trucks, bakeries, catering)
  • Personal services (spas, salons, tattoo services)
  • Child care services
  • Pools or hot tubs associated with accommodations

Health approval ensures you meet sanitation, food handling, and public health standards.

Licences must be renewed each year. Renewal notices are sent out in November each year.

Operating without a valid business licence is not permitted under the Business Licence Bylaw. Businesses may be subject to enforcement if operating without required approvals.
