District of Sooke Welcomes Greg Lowis as Director of Corporate Services and Corporate Officer
The District of Sooke is pleased to welcome Greg Lowis as its new Director of Corporate Services and Corporate Officer, effective January 7, 2025.
Mr. Lowis will lead the District’s Corporate Services Team, which includes Legislative and Bylaw Services. In this role, he will oversee the preparation and management of bylaws, support Council meeting processes, uphold transparent and legislatively compliant decision-making, and steward statutory responsibilities under the Community Charter, Local Government Act, and the Freedom of Information and Protection of Privacy Act (FOIPPA).
Returning to Vancouver Island, where he previously completed his law degree at the University of Victoria, Lowis joins the District from the mainland and brings more than a decade of experience across municipal and regional government. His previous work at the City of Merritt and the Thompson-Nicola Regional District involved supporting Council and committees through major policy updates, leading bylaw modernization projects, strengthening records and meeting management systems, and contributing to emergency response efforts - including support during Merritt’s 2021 flooding event. He also played a key role in developing improved public-noticing processes and refining corporate governance practices to enhance organizational clarity and public confidence.
With a professional foundation that includes a Bachelor of Arts (BA) and a Juris Doctor (JD), Lowis is known for his thoughtful, people-centered approach to governance. He brings a genuine passion for local government - valuing its immediacy, its community impact, and the opportunity to help residents see how their voices shape decisions. This perspective, paired with his practical experience, grounds his commitment to accessible, responsive, and well-functioning civic processes.
Reflecting on his move to Sooke, Lowis shares, “Sooke is a community with heart, purpose, and momentum. I’m excited to contribute to a place where people care deeply about their home and their future. My goal is to support clear, consistent, and trustworthy processes so residents always know how decisions are made and how they can be part of them.”
Chief Administrative Officer Raechel Gray emphasized the alignment between Lowis’s experience and the District’s priorities sharing, “Greg’s depth of legislative expertise and his commitment to strengthening governance practices make him an excellent addition to our leadership team. As the District continues to advance key initiatives, such as preparing for the 2026 general election, and strengthen organizational capacity, Mr. Lowis’s leadership will support collaborative, accountable, and forward-looking corporate services.
