District of Sooke Welcomes Jeff Miller as Director of Operations

The District of Sooke is pleased to announce the appointment of Jeff Miller as its new Director of Operations, effective March 30, 2026.

Jeff brings more than three decades of experience in civil engineering and municipal operations. A graduate of the University of Alberta, he has worked across both the public and private sectors, beginning his career as a consultant in Alberta and Kitimat before joining the City of Red Deer. There, he held several management roles overseeing solid waste, capital projects, fleet services, engineering, and asset management.

After relocating to Vancouver Island, Jeff served for 12 years as Director of Engineering and Public Works for the Township of Esquimalt. Most recently, he spent four years with the Municipality of North Cowichan as Senior Manager of Engineering (Utilities). Throughout his career, Jeff has focused on the management, construction, upgrading, and maintenance of municipal infrastructure systems.

“I’m excited to be joining the District of Sooke’s operations team,” said Miller. “Sooke is a growing and vibrant community, and I look forward to working with staff and Council to support reliable infrastructure and services. If you’re passing by my office, feel free to drop in and say hello.”

Chief Administrative Officer Raechel Gray welcomed Miller to the organization, noting the strength of his experience and leadership. “Jeff brings a deep understanding of municipal operations and infrastructure, along with a collaborative and practical approach to leadership,” said Gray. “His extensive experience across Vancouver Island and beyond will be a tremendous asset to the District as we continue to support growth and deliver high-quality services to our community.”

Jeff lives in View Royal with his family and their four dogs—two Labradors, a Lab/Staffy mix, and a Chihuahua. Outside of work, he enjoys biking and walking, often taking time to explore interesting engineering and public works projects along the way.
