Public Input Requested: Bill M226 (“Xavier’s Law”) to Strengthen Road Safety Measures

Public Input Invited on Bill M226 – Motor Vehicle Amendment Act (“Xavier’s Law”) 

The District of Sooke is sharing the following on behalf of the Office of MLA Dana Lajeunesse Juan de Fuca – Malahat: 

MLA Dana Lajeunesse’s Private Member’s Bill, M226 – Motor Vehicle Amendment Act (“Xavier’s Law”), is now moving to the committee stage and is seeking public input. 

This consultation provides an opportunity for British Columbians to share their views on the bill, including its purpose, scope and potential effects. It invites feedback on how the proposed changes to the Motor Vehicle Act could help address reckless driving and improve road safety, including provisions such as a 30-day driving prohibition for reckless driving and related reporting requirements for police. 

Deadline for submissions: 

  • 3:00 p.m. (Pacific Time) on March 10, 2026 

Submissions must be made through the Parliamentary Committees Consultation Portal. 

About Bill M226 – Motor Vehicle Amendment Act (“Xavier’s Law”) 

Bill M226 seeks to amend the Motor Vehicle Act to: 

  • Establish an immediate 30-day driving prohibition for reckless driving, as defined in the bill, if a peace officer reasonably believes that a driver has engaged in particularly dangerous conduct on the road 
  • Require that every reckless driving incident be reported by police to the Superintendent of Motor Vehicles so patterns of dangerous behaviour can be identified and addressed. 
  • Create a new offence for driving while prohibited under these provisions. 

The bill is named in honour of Xavier Rasul-Jankovics, a young boy from Vancouver Island whose tragic death in 2025 catalyzed calls for stronger road safety measures. 

About the Committee Process 

The Select Standing Committee on Private Bills and Private Members’ Bills is one of 11 permanent parliamentary committees of the Legislative Assembly of British Columbia. 

Private Members’ Bills that pass second reading are automatically referred to this Committee. The Committee is responsible for reviewing the bill and reporting back to the Legislative Assembly within 45 sitting days.
