BC Building Code
The BC Building Code is a provincial regulation that sets the rules for how buildings are designed and constructed in British Columbia. It helps ensure that every building is safe, healthy, accessible, and energy efficient-protecting the people who live, work, and visit them.
The Building Code sets the minimum standards for things like:
- Fire and life safety
- Structural strength and stability
- Plumbing, heating, and ventilation
- Accessibility
- Energy efficiency
By following the Code, builders and homeowners can be confident that their projects protect the people who live, work, and visit the building.

Provincial Authority
The Province of British Columbia develops and updates the Building Code.
Local governments, including the District of Sooke, do not write or change the Code—but we are responsible for applying and enforcing it locally.
Our Role in Sooke
At the District of Sooke, our Building team:
- Administers and enforces the BC Building Code through the building permit process.
- Reviews plans and inspections to make sure projects meet Code requirements.
- Supports residents, builders, and design professionals by answering questions and guiding them through the process.
Note: While we apply the Code, we don’t set or change it.
Energy Efficiency and the BC Energy Step Code
The BC Energy Step Code is a provincial standard that provides a clear pathway to help buildings use less energy, emit fewer greenhouse gases, and perform better overall.
It sets measurable energy efficiency targets that builders must meet, rather than prescribing specific materials or designs.
Sooke applies the BC Energy Step Code as part of building permit requirements to support community sustainability and provincial climate goals, in alignment with provincial regulations.
