A culvert is a pipe or structure that allows water to flow beneath roads, driveways, or pathways. Culverts help move stormwater through the drainage system while keeping roads safe and passable.

Frequently Asked Questions
Why is the District repairing culverts on Harbourview Road?
Culverts are an important part of both the stormwater system and road network. Repairing and replacing aging or damaged culverts helps reduce the risk of localized flooding, erosion, road damage, and service disruptions during heavy rain.
Why is culvert maintenance important?
Culverts are one of the less visible parts of the District’s infrastructure, but they play an important role in keeping roads and stormwater systems working properly. Repairing and maintaining culverts helps move water safely beneath roads and pathways, reducing the risk of localized flooding, erosion, road damage, and service disruptions during heavy rain. This work supports the District’s broader road maintenance and stormwater management program, helping protect public roads, nearby properties, natural drainage areas, and the environment.
